Total Information Management Ltd. has successfully delivered Uganda’s National Data Strategy to the Ministry of ICT and National Guidance, completing an engagement that involved extensive stakeholder consultation across government, civil society, and the private sector.
Scope and key themes
- Data infrastructure - connectivity, cloud, and data centres
- Data governance - legal frameworks, institutional mandates, and standards
- Data skills - building a data-literate public sector and workforce
- Data for development - priority sector applications in health, agriculture, and finance
- Data economy - enabling private sector innovation and international data flows
The assignment drew on TiM’s experience developing similar frameworks for Kenya, Tanzania, and several sectoral institutions. A particular focus was placed on implementability - ensuring that the strategy’s ambitions were matched by realistic assessments of Uganda’s current institutional capacity.
